Presentation:
Celestia, from appearance to her pseudonym, presents herself as a well put-together person. She's polite and refined, the epitome of a perfect, gambling lady. However, a polite poker face and casual laugh is only one reason that they call her the Queen of Liars. Her entire appearance is an act -- sure, she enjoys her clothing. But the whole artifice lies in the fact that she can tweak parts of her personality and parts of her conversation in order to lure people into a false sense of calm and confidence. She convinces all of the other schoolmates at Hope's Peak that she's just looking to casually adapt to the situation; she continues to insist that they get comfortable and not worry too much…but of course, she's not planning on doing it herself.
Because she is a Super High School Level Gambler, Celestia is known for putting herself in extremely dangerous situations and coming out with tons of money; she hasn't lost in years, and it's mentioned that she's made over ten billion yen in her chosen hobby. But since she's a compulsive liar, shifty and ever-changing, her stories about her background are often fabricated with plots from famous movies and anime, so no one really knows the truth. And that's the way she likes it! Celestia hates being proven wrong or having people make correct guesses about her secret life; she would be more than happy to live in mystery and solitude for the rest of her life.
On the inside, Celes is motivated by a hatred of all things that don't go her way. She's self-centered and greedy -- she kills two people purely because money is a gamble that she's willing to take. Killing is a means to an end, and she didn't feel bad about it at all. When she loses, or when she's about to lose, she completely breaks her poker face, becoming a mean-tempered girl who screams and threatens people with violence and expletives. The reason she hasn't lost in a long time is, of course, related to her SHSL Gambler status and her natural good luck with the cards, but also because she hates losing so much that she'll go out of her way to avoid it by blaming others for her failure or her problems. And as the Queen of Liars she can go so far as to lie to herself convincingly -- she prides herself on being able to convince her own mind that everything is fine. She goes to her death smiling in canon because she's lying to herself as she burns at the stake! Everything is fine if she says it's fine, if she spins a small white lie about her dramatic personality that says burning to death is perfectly alright.

Fueled by desire, Celestia has big dreams and will try to get them at any cost. While the exact reasoning behind her dream is unsure, she states very plainly that she gambles and wins because she wants to one day have a mansion all to herself, with an army of handsome manservants to wait on her every need as she retires to the lap of luxury for the rest of her life. She wants to become Marie Antoinette, a gorgeous ruler of the world who doesn't care for anything but material possessions and romantic trysts in her spare time.
Money and risk are definitely factors in her motivation -- as a Super High School Level Gambler, she is motivated to win that which seems unwinnable, and puts herself in high stakes situations because she can. She's obsessed with winning -- and even more obsessed with not losing. In the series she's said that she can't even remember what losing looks like, so great is her desire to win. She's naturally lucky and naturally inclined to gamble for things…which, when added up, means she'd even murder other people to get money, fame, and the life she's always wanted.

I think I might be able to enjoy my time here, if there's no consequence that comes along with negative actions. Other than facing your own mortality, of course. Everyone is so polite here…to think that the people who pulled me away from my quiet life would be so welcoming to those they kidnapped. It seems they really do intend to make a spectacle out of us permanently…
…it seems I neglected to introduce myself to you all. Whoever 'you all' actually refers to. My name is Celestia Ludenberg, and I'm delighted to meet you. You may call me Celes if my name is too burdensome or long. I have a feeling that we'll be here for a very long time, so it's best for me to simply learn to adapt…I feel as if I've been doing nothing but adapting lately. These past few days have been quite troublesome.
But, what of yourselves? What are your names? If we're to be trapped here together, we should all at least learn each other's most basic information. Heh…it truly will be interesting to get to know every one of you.

"I'm afraid what I have to offer you isn't really in line with all of these…athletic objects…"
Celestia smiled at the crowd of people in front of her. Her face was a carefully maintained smile, all false sincerity that easily read as calm. Of course, she really was calm -- only a simple lie to convince her that everything here would be fine, and she had managed to still the unsettling nerves in her stomach before she even walked in the door to greet these so-called Gamemakers. Celes knew that she would stand no chance against a larger, stronger foe -- she was small, and had never desired to work out in a way that would make her stronger or better able to handle workout equipment. So she needed to impress these judges with something else, something…different.
"Might anyone have a pack of playing cards? My skills are more relevant when I have something to show them off with."
She let out a small giggle, placing her hands under her chin and turning her head slightly. Really, what else was she supposed to show them? Her failure with a bow and arrow? How cleverly she could climb a rope? Intelligence would serve her much better in this game, more so than any silly score could. Even if people doubted her abilities, she was going to make the most of it. She had faced death before -- and she had lost. She wasn't about to lose now, not here, in a room full of demanding strangers and surrounded by unknown peers. Celes knew that many of them would be stronger than her, more willing to grab a knife and start stabbing people immediately. Her plan would have to be quicker, more subtle than any of those. Perhaps some sort of poison, or a knife in the back. She'd have to evade their attacks just enough to get them to trust her.
Sensing no reply from the Gamemakers -- clearly, they were unimpressed -- she curtsied slightly and continued to smile. "….I'll just give you a surprise in the Arena, then. Pick whatever score you see as suitable."

Although Celestia isn't a particularly athletic person, I would give her a 7 based purely on her unnaturally high good luck and her intelligence. Celes is someone who's been in high stakes situations, with her life on the line, more than once -- she's cold and ruthless when it comes to achieving victory, making her a perfect candidate for an intellectual, strategic victory. She knows when to fall back from an argument and when to take the lead, and those skills would come in handy in the Arena. Combined with her knowledge of games and rules, especially how to exploit loopholes (as many gambling games are based on), she is a fearsome intellectual opponent. Her outer personality is polite and refined, making her a likable person and one that could get many gifts from sponsors…and the fact that she's not above killing would mean that she continues to be interesting even inside of the Arena. Her desire not to lose also boosts her score I think, for the simple reason that someone so determined to place herself as the victor in a deathtrap game means that she has more motivation than most who enter.
